Measures to get women to don their ladies fitness wear to tackle obesity have not worked, the National Obesity Forum has suggested.
Child obesity levels are beginning to level off in some areas, but obesity in adults is continuing to rise, according to the forum.
Tam Fry, trustee of the National Obesity Forum and chairman of the Child Growth Foundation, said: "Clearly all the measures that have been put in place so far have not been working. Therefore you have to go to a stage which is more severe."
He went on to suggest that more ways in which exercise, perhaps in ladies gym clothing, can be encouraged or facilitated need to be thought of.
His comments follow the publication of a report called A High-Performing NHS? by the King's Fund, which asserted that the next government will need to sustain investment in initiatives delivered by the NHS and all other relevant agencies in relation to tackling obesity.
